1/18/12 On 5 March 2013, I am running for the 13th Councilmanic District seat in Los Angeles, the Hollywood District. I have lived in Hollywood since September 1, 1990. Now, I have discovered multitudes of building & safety code
violations in the 10th Councilmanic District. This is a district whose President of the Los Angeles City Council, Herb Wesson, has been a state assembly speaker for a number of years and is now a potential candidate for Mayor of the City of Los Angeles. This, on its face, appears to be yet another steppingstone for someone to get paid a huge sum of money for doing very little for his constituents. Regretfully, this is merely the tip of the iceberg. Throughout the city of Los Angeles, the streets have potholes on major areas of the street that are big enough to cause serious accidents, thereby opening up the city to a multitude of taxpayer lawsuits. In addition, this does NOT permit the smooth, and uninterrupted flow of traffic that helps to make the business climate, nor the residential sector, a particularly pleasant place to live. There has been no degree of advance planning for natural disasters such as earthquakes, floods, or the like. On a national level, there should be a building of water pipelines to transport water from flood areas to areas of the United States that perpetually suffer from drought conditions. The lack of leadership on a local, state, and national level has been an absolute disgrace. It is particularly galling and appalling to realize the tremendous disservice that our American educational system has devolved into . . . from the halcyon days of the 1960's. Every country in the world, virtually, has developed in a forward progressive motion while the United States, on the whole, is ranked around the same position as Third World countries. I am highly displeased. YES, WE CAN AND WILL DO BETTER!
For these reasons and many many many many many MORE, I have decided to enter Local Politics as a City Councilman for the 13th District, Hollywood, in the City of Los Angeles. The election takes place on 5 March 2013. Mark calendars.
I have my eye set for U.S. Senator Barbara Boxer's seat in the U.S. Senate in 2023. I will be 74. She will be 84.
Eventually, I would consider it the highest honor to be appointed to the United States Supreme Court in time.....
Justice Clarence Thomas has been an unbelievable disaster and since his name is the same as mine, I shudder with abhorrence.
He has also thoroughly obfuscated the enviable and hallowed legacy of my Hero, Justice Thurgood Marshall.
Thus, Clarence Thomas has doubly wounded me. I rest my case. I will end.

RE: CITY COUNCIL DISTRICT 13 HOLLYWOOD
The tremendous work that the Los Angeles City Council Redistricting Commission has performed in garnering neighborhood stakeholder’s input in redrawing City Council districts is highly commendable.
It is particularly gratifying to be a part of the widespread interest exhibited by all of the neighborhood leadership councils in enabling full and total participation by our community of concerned, enlightened, and enthusiastic citizens of Los Angeles.
These are my thoughts regarding the City Council District 13 boundary lines.
1. The northern boundary should extend north of Western Avenue to the entrance to Griffith Park.
2. This shift in the boundary would include all of the Silver Lake District.
3. The eastern boundary should extend along 3rd Street to the 110 Freeway. This would cover Elysian Park and Dodger Stadium.
3. The western boundary of Council District 13 should extend to Fairfax Avenue.
4. The redrawing of the Los Angeles City Council Redistricting Commission’s Draft Map Proposal – Item #4 Jan. 25, 2012 would include the Warner Hollywood Studio as well as extend the boundary line further to the west along Melrose Ave. and terminating at Fairfax Avenue.
5.The City Council District 13 should include both of the Hollywood Studios in the makeup of the district. There are no viable reasons for segmenting one studio and placing it in a different district from the City Council Hollywood District 13.
6. The natural boundaries of the Silver Lake District are integral to the makeup of District 13.
7. Elysian Park and Dodger Stadium are also extremely important and should definitely be placed within District 13.
8. The 13th Councilmanic district should absorb, in toto, depending upon the will of the people, in an election for this purpose, the following districts: District 10, District 8, District 15, District 1, District 9, and part of District 4.
9. The boundaries that District 1, District 4, District 8, District 9, District 10, and District 15 represent, would have an opportunity to consolidate under one District. The new District would be Hollywood, District 9. This District would serve multiple purposes. 1st there would be one voice in the City Council of Los Angeles to represent all of their interests. 2nd there would be economies of scale, execution, and rapid response to the issues of concern of all of these Districts. 3rd there would be an extension of Hollywood to the San Pedro Harbor at the Pacific Ocean. Worldwide, the reach of Hollywood has enabled millions of people to enjoy the finest entertainment in the world. Concomitantly, there has been a high level of employment of secondary suppliers and vendors as a result of the presence of the motion picture industry in every area of the world. I fully anticipate that this will be the case with the consolidation of these Districts into one umbrella District, the Hollywood District.
10. Thus, the response time to address all pertinent issues relating to these Districts will be shortened by half. The police presence would be beefed up. The improvement of neighborhoods that have consistently suffered from lack of response to their concerns has resulted in neighborhoods that have not changed for over 45 years. Instead, these neighborhoods have fallen into excruciating deterioration, lessening property values and leading to a crumbling tax base. At this time, I feel that the voters have the opportunity, through the democratic vote, to decide whether they will continue to live in the past, or join the 21st Century.
11. The 10th District has suffered a regression from the days of the 1960’s. In every neighborhood, in every District, other than Beverly Hills, these Council Districts have had potholes big enough to do serious damage to vehicles and this is on every major street as well as the side streets. This has gone on for decades. The sidewalks are the same as the streets although in somewhat better shape. Stores have shuttered. There is a lack of hope since city government has forsaken them.
12. Employment would increase if the quality of life were seriously addressed and implemented by this change. I anticipate a much greater attention to creating major parks as well as mid sized mini parks in every sector that has been lacking these comforts of community life that the other Council Districts have assumed as a matter of course and right. Major industries would be encouraged to move back into the inner cities and create those jobs that would enable our citizens to work at a decent living salary for themselves as well as their families. Schools would be motivated as well as the students because they would see that someone cares. The 13th District Hollywood cares. I will ensure that all of these sectors are taken care of, with the utmost attention to their pressing needs. The Korean Community and business people would be absorbed fully into the Hollywood District. Neighborhood Councils will be strongly supported throughout these areas of the new Council District restructuring. It will be the Neighborhood Councils who will be integral to the rebirth and revitalization of every neighborhood of the new District. For these reasons, I strongly urge you to redraw the boundaries to include the Council Districts that I have enumerated into one umbrella District, the Hollywood District.
